The license fee required of an applicant for the sale of liquor by the drink and wine by the drink on Sunday, included therein shall be the sum of two hundred twenty five dollars ($225.00) per calendar year or portion of the calendar year thereof payable in advance. The first payment shall be made with the application for the balance of the calendar year for which the license is issued. All licenses issued shall expire at twelve o'clock (12:00) midnight on January 31, of the calendar year next following the year for which the license was issued. Renewals may be granted upon application, if the record of the applicant is satisfactory to the council in accordance with the provisions of the law and this chapter and upon payment of two hundred twenty five dollars ($225.00) for the ensuing year.
