a. Each officer of the Department shall be sworn and invested with all powers as authorized by law, and he or she shall have the power to perform all duties assigned to him or her by statutes, ordinances, resolutions, directives, rules or regulations.
b. Any officer failing or refusing to exercise his or her lawful authority shall be subject to suspension or discharge.
