a. The Mayor, upon any emergency or apprehension of riot or tumult or mob violence or threatened violence, and during any of the public elections, may appoint as many special police officers as he or she may deem necessary; provided, that such special police officers shall not be paid at a higher rate than that paid to regular patrol officers at the time such services are performed.
b. Such special police officers shall be subject to the provisions of this article and all rules and regulations of the Police Department.
