a. Failure to obey any lawful order of any official of the Fire Department or law enforcement officer at the scene of a fire or any emergency, or en route thereto, shall constitute a violation of this article.
b. Fire Department officials may require motor vehicles or other vehicles parked within the area to be moved immediately and block the street from other vehicles.
