The owner shall keep his or her animal under reasonable restraint at all times. It shall be unlawful for an owner or keeper of any dog, licensed or unlicensed, to permit the dog to leave or to be beyond the premises upon which the dog is usually kept, except when accompanied and controlled by the owner or keeper and secured by means of a collar or harness, with a chain or leash attached thereto and held by the owner, keeper or person in charge of the animal. No animal shall be permitted to be on school grounds or in shopping areas or similar public places unless on a leash or “at heel” at all times.
