Any animal running at large which has no identification collar or rabies tag as required by this chapter shall be deemed as abandoned property, as to which the town may assert a paramount interest as the health, safety and protection of the public. The town may take title to such animals, and may impound such animals and give owners a chance to redeem or destroy or authorize destruction of such animals according to this chapter or state law.
