a. It shall be the duty of the Council to pass, from time to time, such ordinances as in its judgment shall best promote the interests of the citizens and property owners of the municipality.

In other municipalities, however, ordinance numbers begin with the year of adoption followed by 1, 2, 3, and the like, for example: No. 04-1, No. 04-2, No. 04-3, and the like.)
