The City has the authority under its police power to prevent public nuisances and public safety hazards created by the unique business practices of peddlers, solicitors, and transient merchants. In order to protect the health, safety and welfare of the community, it is the purpose and intent of this section to establish regulations relating to peddlers, solicitors, and transient merchants as specifically authorized by Minnesota Statutes Sections 329.15, 412.221, subdivision 19, and 437.02.
