The following words, terms, and phrases when used in this Chapter shall have the meaning ascribed to them in this Section except where the context clearly indicates a different meaning:
CITY: The City of Cottage Grove, County of Washington, State of Minnesota.
CODE, THIS CODE OR CODE OF ORDINANCES: The City Code of the City of Cottage Grove adopted by ordinance as organized, compiled and codified herein.
COMPUTATION OF TIME: The time in which any act provided by law is to be done is computed by excluding the first day and including the last, unless the last day falls on Saturday, Sunday, or a legal holiday, and then it is also excluded.
COUNCIL: Unless otherwise indicated, the City Council of the City of Cottage Grove.
COUNTY: The County of Washington, State of Minnesota.
IN THE CITY: Means and includes all territory over which the City now has or shall hereafter acquire jurisdiction for the exercise of its police powers or other regulatory powers.
OFFICERS: A reference to an elected or appointed City officer includes the duly authorized representative of that officer.
OWNER: In the case of personal property, a person, other than a lienholder, having the property in or title to personal property. In the case of real property, the term means the fee owner of land, or the beneficial owner of land whose interest is primarily one of possession and enjoyment in contemplation of ultimate ownership. The term includes, but is not limited to, vendees under a contract for deed and mortgagors.
STATE: The State of Minnesota.
