A. Residential Areas: Alleys shall not be permitted in residential areas.
B. Industrial or Commercial Areas: Alleys may be required in industrial or commercial areas if necessary, subject to the following standards:
1. All alleys shall have a right of way at least twenty-four feet (24') in width and a pavement width of at least twenty feet (20').
2. All alleys shall be improved with a concrete or bituminous surface and concrete curb and gutter.
