The following words, terms, and phrases when used in this Chapter shall have the meaning ascribed to them in this Section except where the context clearly indicates a different meaning:
REGISTERED CHEMICAL: Any substance used in a fertilizer, pesticide, herbicide or other chemical application that is registered by the United States Environmental Protection Agency and/or licensed for use by the appropriate State regulatory agency.
TREE CARE SERVICES: Any person proposing to engage in the business of tree care, tree trimming or removal of trees, limbs, brush, or shrubs, or to treat trees, shrubs or vines.
