It is the intent of the City Council, by means of this Chapter, to establish a system of solid waste management throughout the City so that the disposal of such materials is accomplished in a sanitary manner, so that the health and sanitary conditions of the residents of the City shall be properly safeguarded, and so that the City is in compliance with the City’s 2040 Comprehensive Plan, the Washington County solid waste management master plan and any updates to those plans approved by the City or the County and with the State and the County recycling and solid waste reduction mandates. In addition, the City Council intends to establish a volume-based refuse collection system in order to improve waste management within the City.
