The purpose of this Chapter is to prohibit massage businesses and services to the public except those licensed as therapeutic massage businesses and massage therapists pursuant to this Chapter. The licensing regulations prescribed herein are necessary in order to protect businesses that are operating legitimate businesses, to prevent criminal activity and to protect the health and welfare of the community. The purpose of this Chapter is not to impose restrictions or limitations on the freedom of protected speech or expression.
