The provisions of this Traffic Code apply to and shall be enforced on all public property in the City as well as all private property in the City that is used or that is intended by the owner thereof to be used for purposes of vehicular travel or parking. However, nothing in this Traffic Code shall prevent the owner of real property used by the public for purposes of vehicular travel or parking by permission of the owner and not as a matter of right, from prohibiting the use or from requiring additional conditions to those specified in this Traffic Code, or otherwise regulating the use as may seem best to the owner.
