§ 154.05  OFF-SITE SIGNS.
   Signs which advertise business or uses for businesses physically located within the geographical limits of the village are permitted with the following regulations.
   (A)   Zoned area. Signs may only be placed within that part of the railroad right-of-way zoned C or I.
   (B)   Placement of signs. Signs must be spaced 100 feet apart and set back at least three feet from the beginning of both the state and village right-of-way.
   (C)   Lease agreement. The owner of any sign subject to this provision shall enter into a lease agreement with the village for the rental of the real estate upon which the sign is placed prior to the erection of said sign. The governing body has the power and authority to fix the terms and conditions of the lease agreement by resolution. All such lease agreements shall be on file for public inspection at the office of the Village Clerk.
