§ 154.03  ZONING REGULATIONS; FEES.
   The following fees are hereby established and shall be charged by the Zoning Administrator when applications or requests are made to the Zoning Administrator. Under no condition shall any fee required hereunder by refunded for failure of said application to be granted by the Village Board or other appropriate authority.
   (A)   Change of zone. The following fees shall be charged at the time of application for a change of zone: for the filing of an application for a change of zone to the AG-1, AG-2, R2, R3, C1, C2, and I districts:
      (1)   Where the area for the change of zone is requested is one acre or less, the application fee shall be $100; and
      (2)   Where the area for the change of zone is in excess of one acre, the application fee shall be $200.
   (B)   Special permit. The filing fee for an application for a special permit shall be $100.
   (C)   Board of Zoning Adjustment. The filing fee for an application to the Board of Zoning Adjustment shall be $100.
   (D)   Amendment. The filing fee for proposed amendments shall be $100.
   (E)   Subdivisions.
      (1)   The filing fee for a subdivision application shall be $5,000.
      (2)   The filing fee for a subdivision final plat application fee shall be $250.
   (F)   Plan review reimbursement. The reimbursement fee to the village for plan review, plan check, and plan approval as related to the village’s Subdivision Regulations Plan Review Reimbursement shall be 100% of actual costs incurred by the village, or as negotiated by the subdivider or Sanitary and Improvement District prior to the incurring of the applicable costs and expenses.
   (G)   Annexation. The filing fee for an annexation application shall be $250.
   (H)   (1)   Building permits. The filing fee for building permits shall be $25.
      (2)   When permits are required. It shall be unlawful for any person to build, alter, repair, add onto, remodel, or move any structure within the village limits without first applying for and receiving a building permit.

      (3)   Definition. Structure shall mean any edifice or building of any kind, including houses, garages, commercial buildings, retaining walls, fences, and any other structure of any kind.

      (4)   Applications. All applications shall include the following information.
         (a)   Location of work site;
         (b)   Types of repair to be done;
         (c)   Name of owner;
         (d)   Name of person doing work;
         (e)   Time span within which work will be done;
         (f)   Cost of work being done;
         (g)   Utilities which will be affected and a brief description of impact on utilities; and
         (h)   If water and sewer service are needed, a showing of compliance with §§ 51.03 and 52.03

      (5)   Village Board action.
         (a)   The Village Board shall take action on the application for a building permit at its next regular meeting.
         (b)   If the application for a building permit is denied by the Village Board, the reasons for denying said application shall be set down in writing and provided to the applicant.

   (I)   Exemption for the village filing on its own behalf. No fee shall be required when any action is recommended by the Village Board on its own motion or by any person or group officially designated to participate in the administration of the subdivision and zoning regulations.
   (J)   General fees. The filing fee for an application in connection with the village zoning regulations and subdivision regulations otherwise not covered by the fee chapter shall be $25.
