§ 151.31  STATEMENT OF COSTS; HEARING; OBJECTIONS.
   (A)   Upon receipt of the statement of costs, the governing body shall fix a time, date, and place for a hearing on such statement and any protests or objections thereto. Notice of the hearing shall be served by certified mail, postage prepaid, return receipt requested, addressed to the owner of the property. Such notice shall be given at least ten days prior to the date set for the hearing and shall specify the day, hour, and place when the governing body will hear and pass upon the statement of costs, together with any objections or protests which may be filed by any person interested in or affected by the proposed charge.
   (B)   The governing body may make such revision, correction, or modification in the statement of costs as it may deem just. The decision of the governing body on the statement of costs, and on all protests and objections, shall be final and conclusive.
