A hobbyist permit for the restoration or repair of up to two non-operating, junked or partially dismantled vehicles on any premises may be granted to owner or resident of such premises as follows.
(A) Application for the hobbyist permit shall be filed in writing with the Village Clerk on a form provided by the village and shall contain the name and address of the applicant and the make, model, year, and vehicle identification number of each vehicle to be restored or repaired.
(B) The vehicle(s) to be restored or repaired shall be owned by the applicant.
(C) The fee for such hobbyist permit shall be $30 per vehicle.
(D) All such permits shall expire on the one hundred eightieth day following the date of issuance thereof.
