It shall be unlawful for any person without a written permit from the governing body to build, set, or cause to be built or set any fire in the open, or for any person to burn leaves, trash, garbage, refuse, or any substance in any outside incinerator, stove, container, or open fire; provided, however, that an outdoor fireplace as defined in § 92.17 and the burning of charcoal briquettes or wood for the purpose of cooking food on a commercially manufactured barbecue grill shall not be deemed to be a violation of this section.
