§ 90.61  RUNNING AT LARGE.
   (A)   It shall be unlawful for the owner of any cat to allow the cat to run at large at any time within the corporate limits of the municipality. It shall be the duty of the County Sheriff or designated animal control officer to cause any cat found to be running at large within the municipality to be taken up and impounded.
   (B)   For the purpose of this section, the following definition shall apply unless the context clearly indicates or requires a different meaning.
      RUNNING AT LARGE. Any cat found off the premises of the owner and not under control of the owner or a responsible person, either by leash, cord, chain, rope, cage or other suitable means of physical restraint.
