It shall be unlawful for the owner, keeper, or harborer of any dog to permit or allow the dog to wear any license, metallic tag, or other municipal identification than that issued by the Village Clerk for dogs, nor shall the owner, keeper, or harborer wrongfully and knowingly license an unneutered dog with a license prescribed for a neutered dog.
