All persons, firms, corporations, and institutions within the corporate limits of the municipality who are customers of the Municipal Water and/or Sewer Departments shall be subscribers to the collection service contracted with by the municipality for collection of garbage, rubbish, and refuse accumulating within the municipality, subject to the regulations set by the governing body. If any person, firm, corporation, or institution is outside the corporate limits, it may subscribe to the collection service only if it receives municipal water and sewer service.
