All customers of the Municipal Sewer Department shall be charged rates for the use of sewer service which may by ordinance from time to time be adopted by the Village Board. Rates shall be set by ordinance and shall be on file at the office of the Village Clerk for public inspection at any reasonable time. Any unpaid bills or fees for such service shall be a lien against the real estate receiving the sewer service and may be foreclosed or certified to the County Clerk to be collected as a special tax in the manner provided by law.
