§ 51.22  WATER METERS; INSTALLATION PROCEDURE; COST; AND OWNERSHIP.
   (A)   All consumers receiving water from the Municipal Water Supply System shall be required to have a water meter installed to record the amount of water consumed by the consumer for billing purposes.
   (B)   If the consumer has a basement, or a crawl space that is easily accessible, the water meter shall be installed in said basement or crawl space. If the consumer does not have a basement or an easily accessible crawl space, the water meter shall be installed in a meter pit in the right-of-way adjacent to the consumer’s property line.
   (C)   The municipality shall be responsible for the cost of the water meter, the meter pit, if applicable, and the entire installation expense. If the consumer refuses or fails to provide the municipality or its contractor access to the consumer’s premises for the installation of the water meter in the basement or easily accessible crawl space, then the consumer shall be responsible for the entire cost of the water meter and meter pit, and the cost of the installation of the water meter and meter pit. For new construction after the initial installation of water meters, the municipality shall supply the water meter and the meter pit, if applicable, and the consumer shall be responsible for the cost of the installation of the water meter and meter pit.
   (D)   The municipality shall retain ownership of all water meters.
