The expense of providing water service to the lot line shall be paid by the municipality. The consumer shall pay to the municipality a hook-up fee. The governing body has the power and authority to fix the hook-up fee by resolution. All such hook-up fees shall be on file for public inspection at the office of the Village Clerk. The consumer shall then pay the cost of installation and pipe from the lot line to the place of disbursement. The cost of procuring the water meter shall be borne by the municipality but all installation costs of the meter shall be the responsibility of the consumer.
