§ 51.05  INSTALLATION PROCEDURE.
   (A)   Upon approval of the prospective consumer’s application, the consumer’s plumber shall be allowed to tap into the municipal water main and install the supply pipe from the main to the consumer’s lot line, including the stop cock and corporation cock. The consumer shall also be responsible for installation of the service pipe from his or her lot line to the premises to be served. The municipality shall provide the consumer’s water meter which shall be installed by the consumer, but said meter shall remain the property of the municipality.
   (B)   No municipal water main shall be tapped except under the direct supervision of the Utilities Superintendent. It shall be an offense for any person to tap into a municipal water main without the Utilities Superintendent being present.
   (C)   In making excavations in streets, alleys, or sidewalks for the purpose of installing pipe or making repairs, the consumer shall comply with § 94.28.
