Customers of the Municipal Water and/or Sewer Departments and collection service contracted with by the municipality for the collection of garbage shall pay a fee equivalent to $5 per month, but not to exceed a total of $60, for each month any or all of said services have been terminated each time it is necessary for the municipality to recommence any or all of the above services after termination to compensate the municipality for additional expenses for recommencing such service or services.
