Wherever possible, unpolluted water generated by the user shall be discharged directly to natural watercourses or storm sewers in accordance with applicable law. In order to encourage such exclusion of unpolluted water generated by the user from the POTW, generators of unpolluted water, so excluded, will be entitled to a corresponding reduction in their sewer bills subject to and in accordance with the provisions of § 52.021 hereinafter set forth.
