Each person producing garbage, rubbish, household rubbish and recyclable materials in the city, or being responsible for the disposal of, or the existence of such garbage, rubbish, household rubbish and recyclable materials, or for whom such garbage, rubbish, household rubbish and recyclable materials are removed by the city or its authorized agent, shall pay to the city a fee or charge as hereinafter provided for its services of collecting, hauling and disposing of such garbage, rubbish, household rubbish and recyclable materials.
(A) Residential and commercial. Each single-family dwelling unit, apartment unit or commercial unit (as defined in this subchapter), shall pay a fee at the rate of $34.75 per month for weekly collection of refuse and bi-weekly collection of recycling service.
(B) Recycling Ewaste and household hazardous waste fee. Each residential refuse account is to be charged a fee of $1.77 per account per month for recycling of electronic and household hazardous waste.
(C) Senior citizen rate. Each residential dwelling unit in which all occupants residing therein have passed their 65th birthday (as defined in this subchapter), shall pay the residential rate of $34.75 less a discount of $3.00 per month for refuse service.
(D) Additional toter. Each additional refuse or recycling toter shall be charged a fee at the rate of $8.24 per toter per month.
(E) Late charges. If the bill for refuse and recycling services are not paid by the fifteenth day of the month a penalty of 10% will be added per service, with a minimum penalty of $.10 per service for any one bill. If the fifteenth day of the month falls on a Saturday, Sunday or holiday, bills may be paid without penalty on the next business day.
