(A) All refuse accumulated in the city shall be collected, conveyed and disposed of by the city or contractor under the supervision of the City Administrator.
(B) The City Administrator may prepare, establish and publish reasonable rules and regulations, consistent with the provisions of this subchapter, for the effective administration and enforcement of the provisions of this subchapter.
(C) The City Administrator and the contractor shall divide the city into collection zones and designate the days on which garbage, rubbish and household rubbish shall be collected in the various zones.
(D) Any person aggrieved by a regulation of the city or the fee charged by the city or contractor shall have the right of appeal to the City Council. Council shall have the authority to confirm or modify any interpretation of these regulations made by the contractor or the City Administrator.
