(A) General. All garbage, rubbish and household rubbish accumulated in the city shall be collected, conveyed and disposed of by the city or contractor. No other persons shall collect, convey over any of the streets or alleys of the city or dispose of any refuse accumulated in the city.
(B) Exception for actual producers. This subchapter shall not prohibit the actual producers of refuse or the owners of premises upon which refuse has accumulated from personally collecting, conveying and disposing of such refuse, provided such producers or owners comply with the provisions of this subchapter and with any other governing laws or ordinances.
(C) Interfering with receptacle. It shall be unlawful for any person, other than the city or contractor while in the process of collecting refuse, to interfere in any manner with any receptacle for the storing of garbage, rubbish or household rubbish, or the contents thereof, or to remove such receptacle or the contents thereof from the location where the same is placed by the owner thereof.
