§ 35.28 CAREER FIREFIGHTERS.
   (A)   The career firefighters shall reside within an 18-air-mile radius of the Corry Fire Station # 1 and at all times hold a valid driver's license.
   (B)   Under the direction of the hereinabove mentioned superior officers, each career firefighter shall have immediate charge of the apparatus, which has been assigned to him or her, and he or she shall be responsible for its efficiency and cleanliness and, upon return after a call or use, he or she shall make a careful inspection of the apparatus and its equipment. He or she then shall immediately report the result of such inspection to the superior OIC of call or detail.
   (C)   They shall keep all apparatus at all times in a state of readiness, ensuring it and its equipment are always ready for use. He or she shall know the locations of all hydrants and how to hook the apparatus to them in the quickest and proper way.
   (D)   They shall become knowledgeable of the operating procedures as set forth in the manufacturers operating manual, for each piece of equipment or apparatus assigned to him or her. Such knowledge shall include but not be limited to the proper and safe operation of engines, pumps, valves, reserve water tanks, communication equipment, SCBAs, thermal imagers, how to operate on inclines, all driver maintenance and checklists, keeping safety first in all operations of such equipment.
   (E)   While operating the apparatus, he or she shall carefully keep the equipment under full control at all times, and obey all state and local laws pertaining to emergency apparatus. If the emergency is a priority, he or she shall use the appropriate visual and audible warnings, especially when overtaking another vehicle from the rear, at intersections, and entrances and exits off the same roadway. He or she shall never race or attempt to race another apparatus or vehicle, nor shall he or she attempt to pass another apparatus traveling in the same direction unless instructed to do so by the lead apparatus. All operators shall keep at least 200 feet between responding apparatus and never tailgate a vehicle that fails to yield the right- of-way. (Get license number and OIC will handle issues after the emergency.)
   (F)   Upon dispatch, he or she shall respond according to the procedures outlined in the Corry Fire Department standard operating procedures. Upon arrival if command has not already been established he or she will radio accurate size up to dispatch, which information shall include size, type, number of injured, and condition of emergency, request any additional resources needed and establish command as per the national incident command model.
   (G)   Should a driver of an apparatus have a breakdown or become disabled, he or she shall attempt to pull to the side of the road, and notify dispatch the apparatus is out of service and unable to respond. He or she must ensure the responding OIC is aware of his or her situation, shut down emergency lights, and activate four-ways and caution devices (cone or triangles). Traffic control should be conducted to allow other responding apparatus to pass immediately. He or she shall await the arrival of a mechanic or OIC.
   (H)   Should the apparatus become involved in an accident with another vehicle or result in property damage or injury to a pedestrian, other drivers, or passenger, the driver shall stop at the scene of the accident, radio dispatch what has happened, give a size up of the accident, request any additional resources, and advise them to send another apparatus to the original call. He or she must make sure the responding OIC is aware of the accident. The driver will render aid to any victims, establish command if needed and remain at the scene until released by the police officer investigating the accident.
   (I)   The career personnel assigned to the station and its apparatus for the given duty will be responsible for the cleanliness and maintenance of the apparatus and its equipment. At the beginning of each shift, the oncoming personnel are responsible to check each apparatus and its equipment to ensure it is in proper working order. If an apparatus is dirty, it will be washed at the discretion of the OIC. All equipment used will be cleaned and put back in service after each call. Failure to clean the apparatus is a failure in daily duties and will be addressed by superiors. Any minor repairs will be completed by duty personnel as soon as possible. All other repairs, a vehicle repair memo will be completed and sent to the appropriate superior to be addressed. If the apparatus is inoperable, the Chief shall be immediately notified, and then will be removed from service and reserve apparatus will be used.
   (J)   The career personnel on duty are responsible for the cleanliness and maintenance of their stations both inside and outside at all times. The oncoming duty personnel will ensure the station is clean and report any problems to the appropriate superior. If station maintenance is needed, the duty personnel will handle any small issue with supplies available. If a purchase is needed, they will follow the department procedure. For required larger repairs, they will use the city maintenance slips at each station. Any missing items will be reported to the appropriate supervisor. Volunteer members using the buildings shall be jointly responsible to clean up after themselves and their guest(s) and keep station premises clean.
   (K)   The duty personnel will be responsible to insure all radios, phones, bells, alarms, and indicators are in proper working order at the start of each shift. Any repairs or alterations to be made to the station or apparatus shall have the Fire Chiefs approval. They shall not incur any expense without prior approval from the Fire Chief.
   (L)   The career firefighter shall make such reports and perform such other duties as the superior officers may require.
   (M)   The City of Corry recognizes the International Association of Firefighters Local 2102 AFL-CIO as the bargaining organization for the career firefighters of the City of Corry Fire Department, and the contract agreed upon for the corresponding years will be binding.
   (N)   All career firefighters are subject to call for extra duty if the need should arise (example: special orders), the need to be determined by the Fire Chief or OIC at the time.
   (O)   In the event of a second alarm is sounded (recall) for a fire or other emergency in the city, all city employees who are members of the Department shall be immediately released without penalty and allowed to report to the scene.
   (P)   The Chief may designate certain volunteers as drivers of Department vehicles. All volunteers so appointed must be properly trained and assume all the duties and responsibilities of the regular drivers. Before a volunteer will be authorized to drive a Fire Department vehicle, he or she must be checked out and certified by the Fire Chief or his trained designee. Volunteer drivers must be 18 years of age, have a valid Pennsylvania driver's license, and be an active member in good standing with the city's volunteer company. A list of qualified drivers will be submitted to, approved by the Director of Public Safety, kept on file at the city building, and posted in the fire stations. All volunteer drivers must meet the requirements set by the Department SOPs.
   (Q)   The career firefighters of the Department will wear uniforms as designated by the Fire Chief. Uniforms will be kept clean and neat at all times, Fire Department insignias will be worn on all uniforms and caps as designated by the Fire Chief. Any uniform must be replaced when deemed necessary by the Fire Chief.
