(A) The Fire Chief, Deputy Chief, Captain, and Lieutenant(s), if applicable, along with the officers of the volunteer fire company, shall be responsible to the Director of Public Safety for the conduct and management of the Corry Fire Department.
(B) The Fire Chief shall:
(1) Devote his or her time to the discharge of the duties of his or her office, and shall have and exercise supreme command at all fires and other emergency events, which may arise, and at all times when on duty over the officers and men of the Department.
(2) Keep an accurate record in convenient form of the reference of all business transacted in the Department and of all fires occurring in this city and when called out of the city. He or she shall make available to the City Council a copy of all annual and monthly summary fire reports except confidential information.
(3) As often as possible assure himself or herself by personal inspection that the Department is kept at the highest point of efficiency and that each fire station is being properly conducted and kept in good order. It shall be his or her duty to know the condition of all equipment in the Department at all times, and to know that each apparatus is fully equipped and prepared to respond to all emergencies.
(4) Promptly report to the Director of Public Safety any officer or member of the Department who, by reason of age, disease, accident or other form of temporary or permanent disability does not or cannot duly, promptly, and properly perform full duty in the Fire Department.
(5) Have the power to suspend at any time from duty any person under his or her command, for a flagrant violation, disregard of law, ordinance, rule regulation, or direction, in all cases where the interest of the people or the reputation of the Department would suffer. The Director of Public Safety will be notified immediately in writing, giving complete details of the violation and suspension.
(6) Ensure that all laws, ordinances, rules, regulations, sops, policies, orders, and directions applicable to the Fire Department and from the Director of Public Safety are promptly and implicitly enforced and obeyed, and that all dereliction or transgressions that may come to his or her knowledge are promptly investigated and reported to the Director of Public Safety by proper and well sustained charges.
(7) Condemn all unserviceable property and shall report it to the Director of Public Safety. All reports and recommendations shall have his or her approval or disapproval before being placed before the Director.
(8) At the scene, he or she shall have police power at all times as ex officio Fire Marshall. He or she will also have full charge and absolute control, authority, and command over the Fire Bureau members and City Police or any officer thereof during the time and continuance of any emergency, and all orders issued to the Police Forces or officers thereof shall be explicitly obeyed and performed.
(9) If it shall appear necessary to tear down a building before it catches fire in order to save other property, before acting in such cases, the Fire Chief shall first consult the Safety Director. In the Chief’s absence, the Deputy Chief or an Assistant Chief shall consult other senior responsible members of the Fire Department and the Safety Director.
(10) Report all accidents by fire that happen within the city along with the causes thereof, as can be ascertained, and the name of the owners and occupants of the property destroyed.
(11) Cause each new member of his or her command to be thoroughly instructed and appropriately trained in the use of all equipment used in rescue work, firefighting, traffic control, and communications.
(12) Preserve order and discipline at all times and not allow stations to be used for storage of any automobile or other property not owned, leased, hired, or loaned to the City of Corry.
(13) Not allow beds in the fire stations to be occupied between 0700 hours (7:00 a.m.) and 2100 hours (9:00 p.m.) except when illness, injury, or excessive hours worked in the department, and only with the Fire Chief's or Officer in Charge's (OIC) prior permission shall this be permissible.
(14) Perform such duties as may be assigned to him by the Director of Public Safety and keep headquarters advised where he or she can be reached if needed.
(15) Provide City Council a summary quarterly fire report on the previous quarter's activities. At the beginning of each year, he or she shall file with the Director of Public Safety the previous year's fire report, the activities of the year and a full inventory of all city property in his or her charge. By September 1 of each year, he or she shall submit a proposed budget for the coming year and any request for purchasing large items to the Director of Public Safety/City Administrator to allow for budgeting in the following year.
(16) Be an active member of the existing volunteer company of the City of Corry and remain an active member during his or her tenure as Chief and shall reside within a 12-air-mile radius of the Corry Fire Station # 1. He or she shall have a minimum of ten years of interior firefighting experience, served at least ten years as a full-time career firefighter with the City of Corry Fire Department with at least three years as a fire officer with progressively increasing responsibilities. He or she shall possess certified training in the following areas:
(a) Incident command;
(b) Fire suppression;
(c) Rescue;
(d) Hazardous materials;
(e) Officer training;
(f) Building construction; and
(g) A valid PA state EMS certification.
