(A) All contractors and/or bidders awarded contracts and/or bids let by the city must meet all requirements of the above referenced plan; which is attached to the resolution codified herein and incorporated herein by reference.
(B) The adoption of the Section 3 Plan, as noted, does hereby authorize the city and/or the redevelopment authority in the city to reject all bids/contracts for work funded by the Department of Community and Economic Development which do not conform to the requirements as noted in the Section 3 Plan.
(C) Publicity will include, but not be limited to:
(1) The printing and publicizing of this section and other Section 3 information through the local media and community contacts; or
(2) Any other means which will bring to the attention of those affected the knowledge of their respective responsibilities and rights concerning Section 3.
(D) The City Council adopts the Section 3 Plan and requests that the redevelopment authority in the city take the required actions in implementing the Plan.
(E) The city authorizes the adoption of the updated revisions and continued implementation of this Section 3 Plan to ensure compliance with federal law.
