§ 33.003 MUNICIPAL DRUG TASK FORCE.
   (A)   Statement of purpose. The city evidences its intent to participate, pursuant to the Intergovernmental Cooperation Act, 53 Pa.C.S. §§ 2301 et seq., in the municipal drug task force activities in cooperation with the office of the Attorney General of the state and the District Attorney of Warren County in order to interdict the illegal use and trafficking of narcotics and other illegal drugs within the city as well as within nearby communities.
   (B)   Agreement. The city is hereby authorized to enter into a municipal drug task force agreement, in substantially the form set forth in Exhibit A attached to the ordinance codified herein in order to further the statement of purpose set forth above.
   (C)   Intergovernmental cooperation. The officials of the city and the members of the city Police Department may participate in intergovernmental cooperative activities with adjacent and nearby municipal governments as part of a regional effort to interdict illegal drug activities. The Mayor and City Clerk are authorized to execute a municipal police cooperative agreement, substantially in the form set forth as Exhibit “B” attached to the ordinance codified herein, with adjacent and nearby municipal governments participating in the municipal drug task force.
   (D)   Use of Police Department. The city shall utilize the services of its police force, both full-time as well as part-time, under the conditions set forth in the agreements and in compliance with the Municipal Police Jurisdiction Act, 42 Pa.C.S.A. § 8953. The City Administrator and the Chief of Police shall establish, pursuant to the terms of the agreements, appropriate procedures to comply with all relevant provisions of the agreements and relevant regulations, direction and guidance from the office of the Attorney General.
   (E)   Finances. Activities conducted by the city pursuant to the terms of the municipal drug task force agreement shall be financed with the assistance of funds supplied by the office of the Attorney General of the state.
   (F)   Operation of drug task force. The organization structure necessary to implement the terms of the Agreement and the acquisition, management or disposal of all property, real or personal, involved in the agreements shall be in accordance with both the terms of the agreements as well as the directives, procedures and guidance of the Office of the District Attorney of Warren County.
   (G)   Reservation of management rights. The city retains responsibility for the management, control and direction of any of its employees who participated in the municipal drug task force activities.
