(A) This section shall be known as the Conelway Regional Emergency Management Agency Ordinance.
(B) The purpose of this section is to promote the general welfare of the city through participation in the Conelway Regional Emergency Management Agency in order to plan for and respond to any natural or man-caused disaster emergency that may endanger the lives and property of the citizens of the city as authorized by the Intergovernmental Cooperation Law of 1972.
(C) The city hereby accepts membership into the Conelway Regional Emergency Management Agency and shall remain a member unless and until such time as the City Council shall repeal this section establishing its membership and provide notice in writing to the remaining member governments of the Conelway Regional Emergency Management Agency in accordance with the Intergovernmental Cooperation Agreement.
(D) The city hereby approves adoption of the Intermunicipal Cooperation Agreement joining the Conelway Regional Emergency Management Agency, which shall be incorporated into this section by reference. The City Council is authorized by resolution duly adopted to approve future modifications or amendments to this agreement on behalf of the city.
(E) The City Council is hereby authorized to appropriate moneys from the governmental funds of the city, as approved by motion/resolution duly adopted, to pay the city’s share of the expenses of the Conelway Regional Emergency Management Agency; and further to approve the designation of one municipality as the agent for purposes of paying the expenses of the Conelway Regional Emergency Management Agency. In addition, the City Council is hereby authorized to supply the resources and personnel necessary to effectively operate the Conelway Regional Emergency Management Agency.
(F) The city hereby authorizes the Conelway Regional Emergency Management Agency to assume the responsibilities and functions of the Corry Emergency Management Agency and to prepare and maintain a joint Emergency Operations Plan with the County of Erie.
(G) In accordance with the Intermunicipal Cooperation Agreement, the following provisions shall apply to appointment and service of the city members of the Conelway Regional Emergency Management Agency.
(1) The City Council shall annually appoint two individuals, one of which shall be an elected official of the city, to serve as members of the Conelway Regional Emergency Management Agency.
(2) The members of the Conelway Regional Emergency Management Agency shall have planning and resource development responsibilities for emergency operations within the territorial limits of the Conelway Regional Emergency Management Agency.
(3) The City Council must ratify actions taken by the Conelway Regional Emergency Management Agency members.
(4) The Conelway Regional Emergency Management Agency will recommend an individual to serve as the Emergency Management Coordinator (EMC) and another to serve as Deputy EMC. The Coordinator shall be appointed by the Governor in accordance with the provisions of the Emergency Management Agency Code.
