(A) There is hereby created a Recreational Board consisting of five persons, two of whom shall be members of the School Board and all of whom shall be appointed by the Mayor with the approval of Council. Members of this Board shall serve for a period of five years, but in the first appointments the terms shall be so arranged that the term of one member shall expire annually. Such Board members shall serve without pay.
(B) The said Recreational Board is further empowered to join with the city school district in equipping, operating and maintaining recreation places.
