§ 150.19 APPLICATION, PERMITS, CONSTRUCTION AND MAINTENANCE.
   (A)   Applications. All applications shall be made to the authority in writing. The application shall be submitted on forms furnished by the authority, dated, signed by the applicant and shall contain the following minimum information:
      (1)   Horizontal dimensions of the hangar;
      (2)   Height of hangar (inside clearance and total exterior);
      (3)   Door location, type and width;
      (4)   Materials to be used on construction;
      (5)   Location on hangar lot, lot number or numbers, and dimensional sketch of plan;
      (6)   Facilities to be included in hangar construction (i.e., storage, radio, utilities, fuel storage, aircraft maintenance facilities and the like);
      (7)   Maximum weight and class of aircraft to be accommodated, and numbers of each; and
      (8)   Size and type of approach apron or taxiway.
   (B)   Building permits. A building permit from the city shall be obtained after approval is given by the authority. (Fee will be waived by the city.)
   (C)   Approvals. The application shall be reviewed for approval by the authority, and approved if space is available and all requirements are met.
   (D)   Start construction. Construction of the facility shall commence within 60 days from the date the application is approved, or such approval shall be automatically voided.
   (E)   Time for completion. Construction of the apron, outside walls and roof, and the cleanup of construction materials shall be accomplished within six months of approval (winter weather excluded).
   (F)   Pavement to permanent hangar. The owner shall pave an approach apron from the hangar to the hangar taxiway when, and if, the taxiway is paved. Gravel or sod may be used if the taxiway is turf.
   (G)   Maintenance of hangar and lot. The hangar shall be maintained by the owner during the term of the lease, and shall include all work necessary to maintain the structural integrity and neat appearance of the hangar. The authority retains the right to inspect the hangars. The entire hangar lot or lots on which any hangar is constructed shall be maintained by the hangar owner. This shall generally include the area between the taxiway and hangar, and within ten feet of the hangar on the sides and back of the building. This shall include general good housekeeping. No gasoline, or other Class I liquid, shall be stored in the hangar except in the aircraft’s fuel cells.
   (H)   Siting and drainage. Building floor elevations, and drainage adjacent to hangars, shall be subject to approval by the City Engineer.
