§ 113.26 PEDDLERS AND SOLICITORS.
   (A)   Each hawker or peddler who goes from door to door selling his or her goods and wares, each solicitor who goes from door to door taking orders for subsequent delivery, and every firm, corporation or person entering into or beginning a transient retail business in the city for the sale of goods, wares and merchandise shall secure a license prior to any such activity.
   (B)   The amount of the fee for such license under this section shall be $25, and, in the case of a company engaging in such business with a number of representatives, the license fee shall be $25 per annum, plus an additional $5 for each person in excess of one engaged in such business in the city.
   (C)   Application for such permit or license shall be made to the Chief of Police on a form prepared by the Chief of Police and available at the office of the Chief of Police.
   (D)   No permit shall be issued until 15 days after the original application therefor, during which time the Chief of Police shall make such investigation as may be proper to determine the reliability and responsibility of the applicant and any salesperson operating for such applicant.
   (E)   No license or permit shall be required under this section for any person who is a bona fide resident of the city for a period of at least one year prior to the date of the activities set forth in this section.
   (F)   No license shall be required from farmers or other people selling food products, and the Chief of Police is further empowered to waive the license fee for any other such activities the entire proceeds of which, less a reasonable allowance for expenses, inure to the benefit of a recognized charity.
   (G)   The Chief of Police or other designated employee of the city shall erect suitable signs at the entrances to the city, indicating in general that licenses provided for under this section are required.
