§ 91.16 LICENSING AND CONFINING OF DOGS.
   (A)   All dogs within the city shall be licensed as required by the laws of the state.
   (B)   It shall be unlawful for any owner of any dog to permit such dog to run at large regardless of whether such dog shall be licensed or unlicensed.
