No person shall make, or attempt to make, a connection with any public sewer, sanitary, storm or combination, for any purpose whatever, until such connection has been approved in writing by the Corry Municipal Authority and written permission therefor has been granted by the city, which permit shall be exhibited at all times by the holder thereof to the proper city officials upon demand.
