No license under this chapter shall be issued until the applicant therefor shall have first procured from the applicable health department a permit which shall show that the premises to be licensed is in a sanitary condition and that the equipment used in the storage, distribution or sale of alcoholic beverages complies with all the health regulations of the town and the state.
