2-1-4: ORGANIZATION OF COMMITTEE AND MEMBER RESPONSIBILITIES:
The water committee shall consist of four (4) members, the financial advisor, the technical advisor, the operational advisor and the council member position.
   A.   Financial Advisor: The financial advisor is responsible for providing input to the director of economic development as to the amount of funding required for a given project. He will assist the director in obtaining these funds, and keep records of where, when and how funds were spent.
   B.   Technical Advisor: The technical advisor is responsible for working with the water operator and rural water association to develop the procedures and documentation necessary to meet the federal and state water system guidelines. He will work with the town engineer to define and prepare the engineering requirements and documentation necessary for future system upgrades and expansions.
   C.   Operations Advisor: The operations advisor is responsible for working with the water system operator. The operations advisor is to keep current on the present state of the water system and keep track and make recommendations to areas where upgrades are necessary to the system. Additionally, when upgrades and expansions are necessary, the operations advisor will help recommend qualified contractors and assist the water system operator in overseeing that the construction is performed per contract requirements.
   D.   Council Member: The council member is responsible to be the liaison between the town council and the water committee in bringing his knowledge of the council plans to the forefront of the water committee's recommendations in the areas that are of the most importance for the well being of the citizens in the town.
