Any person, firm or corporation within the municipal boundaries of Corinne City who desires a culinary water connection to the water mains of Corinne City shall make application therefor in writing and furnish to Corinne City a statement of the distance from the applicant's property line to the nearest point where said water connection can be made to Corinne City lines, together with necessary easements for the running of such connecting line. Said applicant shall pay to Corinne City, in advance, a water connection fee, set by the impact fee ordinance. Upon receipt of said water connection fee and the estimated cost as hereinabove set forth, Corinne City shall cause to be constructed no more than one hundred feet (100') of the said water connecting line, including the meter, valves, and other hardware to a point near applicant's property line. The additional cost of lines over one hundred feet (100') shall be borne by said applicant. Dwelling construction must begin one hundred twenty (120) days after the water connection is approved on any connections released after the signing of the ordinance codified herein. If construction has not begun after one hundred twenty (120) days, any monies paid to Corinne City are subject to forfeiture and the right to the water tap may be revoked. In addition, construction must be completed within one hundred eighty (180) days of construction start or the same penalty as not beginning construction applies.
