Any obstruction, as set forth in this chapter, which shall have remained on the public street, parking lot, sidewalk or public property for more than twenty four (24) hours after notice of the violation of this chapter shall have been given to the owner of such obstruction by attaching a copy of such notice to the obstruction or delivered to the property owner, will be deemed abandoned and worthless, and the town may at its option remove such obstruction at the expense of the owner thereof or at the expense of the town without liability for such removal to any such owner.
