7-2-2: REGULATIONS AND REQUIREMENTS:
   A.   Obstructions Generally: It shall be unlawful for any person to put, place or leave upon any public street, parking lot or sidewalk, or any property owner to suffer or permit to remain upon or leave such obstruction on a public street, parking lot or public property for more than seventy two (72) hours, except as noted in subsection B of this section, any automobile, lumber, wood, fencing or other building material.
   B.   October Through May: It shall be unlawful for any person(s) or property owner to put, place or leave upon any public street any automobile, lumber, wood, fencing, other building material or any obstruction, for the months of October through May.
   C.   Duty Of Maintenance Of Private Property: No person owning, leasing, occupying or having charge of any premises shall maintain or keep any obstruction thereon, nor shall any such person keep or maintain such premises in a manner causing substantial diminution in the value of the other property in the neighborhood in which such premises are located.
