It shall be unlawful for any person to run, drive, operate or propel, or cause or permit to be run, driven, operated or propelled, any engine, train, car or vehicle of any nature running upon fixed tracks, propelled by steam, diesel, gasoline, electric engine, or motor or by any motive power whatever, upon or across any public highway in the City at a rate of speed in excess of fifty five (55) miles per hour.
