Whenever any ordinance or resolution provides that the driver of a vehicle emerging from a certain alley, driveway or building shall stop such vehicle immediately prior to driving onto a sidewalk or into the sidewalk area extending across any alleyway, the public works director shall cause to be erected and maintain stop signs at such places.
