Unless within fifteen (15) days from the date of posting the notice provided for in Section 4-3-4 hereof, or in case of appeal to the City Council within ten (10) days from the date of determination thereof (unless the same is sustained) the weeds, rubbish, trash or other materials as the case may be, are removed from said real property as directed by said notice, the Building Official shall remove or contract to have the same removed. If, upon appeal, the requirements of the original notice are modified, the Building Official in removing or causing to be removed such weeds, rubbish, trash or other material, shall be governed by the determination of the City Council so made.
