All persons owning or occupying real property within the City are required to keep and maintain the same free and clear of all weeds, rubbish, dry grass, vegetation and maintain said real property in such a condition that it does not constitute a public nuisance or fire hazard. The term real property as used herein shall also include those areas defined as sidewalks, parking strips between sidewalks and curb lines and alleyways from fence line to center of right of way.
